Need help with repeater setup for across town communications

Hi everyone, just looking for some advice on the best way to work a repeater system. I live in Australia, and my city is approx. 45.5 square miles. we are using Motorola GP328 portable radios (Australia's version of the HT750). where my friends house sits, i can just get his signal in a certain part of my back yard, i want to get a repeater set up atop one of our houses so we have a great, clear communication range, but it would also be awesome if we could spread out a little more and use the repeater to work all across our city and maybe even a little into neighboring cities/counties. (kinda like wat public safety ppl do so they can talk across town). The frequencies we are using are the public frequencies, UHF, a select few of the 40 available. these sit somewhere between 476.425-477.400Mhz. if possible i would like to get or build a motorola repeater that can accomodate all 40 of our public frequencies so we can change channel if the lines are busy and/or accomodate for any future changes incase we decide to change which of these 40 channels we operate on. have i even got the right idea here, is a repeater useful in this kind of situation? i know i wrote a tonne-load of crap :P im sorry :lol: any help would be appreciated a lot. thanks ppl
