Odd Spectra A3 problem

One of the departments I service had a Undercover car come in with a UHF Spectra A3 Mid power. The handset displayed "OL" when powered up. NO TX just a beep NO RX. I found something in a Spectra manual that is was an EPROM error and the memory and or the logic board was bad .. Is that the case?
