Batboard

I have a UHF Portable Radio that has bad rx. When you turn the radio on the red led is always flashing like it is recieving. The receiver sensitity is about 1.00 uv, there is audio. I have check the 44.8500 crstals and the 44.395 crystal. What could be doing this one of the filters, what can i do to fix this problem
