2003 GMC 2500 Radio Speaker issues

My friend has asked me to help him get better sounding audio from his scanner and 2-way. He has a 2003 GMC 2500 4X4. The problem is that when he is driving down the highway, the road noise and sound of the tires almost drown out the audio from the speakers.
Now my friend is a veteran firefighter with 20+ years of service, and has probably suffered some hearing loss over the years. He likes the idea of mounting the speakers up close to his ears, but we can't find a decent place to mount them.
I remember seeing somewhere that some company made a stereo speaker mount that attached between the headrest and seat, similar to this, but not for the cell phone (Probably meant to be used with a DVD enertainment package).
I like the idea of putting the speakers up close to the ears, but also wondered if there might be other ideas floating around out there. Now I know that some will say just get louder speakers, or get the amplified ones, but I am looking for a simple solution.
Any ideas or comments would be greatly appreciated.
