Without opening the radio it is hard to guess, but if you recently recased the radio, the flex that connects the front to the chassis could be kinked, torn, or disconnected. Does the display still illuminate and do the buttons work?

My guess is bad flex. You can replace flex, but it must be done by someone skilled in soldering. If that is beyond your skill level, it may be easier to buy a new complete front. I have seen full DTMF fronts on ebay for around $145. New from Motorola, they are about $250.00. This would come with buttons, display, and flex completely assembled. You just have to be careful plugging in the flex so that you don't kink, break, or tear it.
