Spectra "FAIL001" error?

Can someone tell me what would be some probable causes for the "FAIL001" in a Motorola Spectra radio? Is this a problem with the RF board, or the command board?

Also, can someone tell me where all of the programming information is stored? i.e.: Control channels; frequencies; PL's, etc. Is this information stored on the command board?

FAIL001 is synthesizer out of lock. Generally caused by the "leaky cap" issue as Spectras age. Or, you've hacked the software and programmed a channel way outside the rated bandsplit.

Programming info is stored on the MLM, which is the board that plugs into the top of the command board.
