Can a smartnet 800 radio be used for just conventional use?

Depends on what model you're talking about, but yes, most SmartNet capable radios are also capable of conventional operation.

I'm looking for one for conventional monitoring. Not sure if this one will do it.

You should be able to program in at least 10 conventional channels in that unit.
