380-470 MHz Split: What's Down There?

I've seen some of the newer XTS5Ks on UHF that go down to the mid-upper 300 MHz range. Inquiring minds want to know: what's down there? I know there's the 'government split' range, but why are radios now going even lower? I've never heard of anything down in that range.

USGOV is getting freq's down in the 380 range.

Current big user is DOD, who recently installed a number of Project 25 TRS in various bases thoughout the US. They all operate on 380Mhz

Also, the fed/military ISR (intrasquad radios... basically non-comsec military FRS) are down there.
