Search for S.T.R.O.K.E. or STROKE. Those guys had a setup that you speak of. I tried to get more info on it a couple of years ago, but they are pretty tight lipped about it.

Do you want to do? Repeater set-up / knockdown where one authorized user activates the system for open access for a specified time, until a time out, or until knocked down - OR - do you want to require MDC access on every transmission from every user?
What sort of repeater?
Motorola MSF and Quantar repeaters can be equipped with a Station Access Module [SAM] that can be programmed for either type of operation.
Low cost alternatives exist. Search past threads here for ideas. For example the Radius i750R interconnect can do MDC access. Even a Maxtrac connected to a RICk can do MDC repeater set-up / knockdown.

There's a system up here like that in my area (Schaumburg) that's called STROKE and uses MDC to access. The Schaumburg FISHFAR Motorola system also uses it. I'm not sure exactly how my ID's and stuff work with it, but there's an MDC Scrutenizer at the console at the owner's house that takes care of it.
