I just got a Spectra A7 Med Power, and when I read the radio it showed a split of 453 to 488 ??? Is that an SP radio or something, never saw that split or could it have been hacked? The radio came from county of Los Angeles and has never been out of the box but they sold it at auction, so maybe one of you folks can unstump me.

It definitely isn't a 'normal' split. If it is factory, they made it kinda' selective for some reason.
A little off topic, but how is the H&K USP?

It has not been hacked, it is not SP. That is a bandsplit which has been offered in Spectras for a long time. Not only Los Angeles, but other parts of the country have use for that split as well where the UHF-T band portion is available and the need exists to cover the high-480's as well as 460.
If it were SP, you would have needed SP RSS to read it properly. However, this split exists in regular Spectra RSS starting from v5.xx
