you have to go to a motorola dealer.

B: Depends on what options you're looking at. Asking for trunking & encryption will raise eyebrows, asking for basic digital operation and a fancy control head probably won't. 800mhz probably will raise eyebrows in and of itself.
C: What do you expect when you are buying a Ferrari? Pinto prices?
D: Being told "no" will depend largely on the willingness of the dealer you go to (and you really should be going to someone local for this, due to the above price book process that will get you a firm price quote) and the type of options you are looking at. Point D is a function of point B, so don't think that you'll be hopping on a TRS with any ease... but as I said before if you are looking for widely available & generally unrestricted options then you are much more likely to have success.
