CCII Local Control

Can anyone tell me how to configure this thing for local control? I have a mix of tone and DC. I was told that there is jumpers you could change in order to make it do E&M / Local Control. Also, how can I get a lagitimate programming software for the proms? All I want todo is change the paging settings and Alert tones. Any help is very very much appreciated.
