P25 OTAR KMM format

Another board member and myself have been working on an open platform keyfill device, written according to TIA-102.AACD Project 25
Digital Land Mobile Radio – Key Fill Device (KFD) Interface Protocol, with some cheap and cheerful homebrew electronics based on an Atmel AVR microcontroller.
I've got the electrical interface working, and I can estalish a link to the mobile radio and get an appropriate response, but the TIA have left us hanging by leaving the format of most of the essential key management messages out of this document (the bastards!), instead referring to TIA-102.AACA Project 25 Over-The-Air-Rekeying (OTAR) Protocol, which is another $350.
Is there a less expensive source of that information, or is there any chance someone with the specs could help me out on the details for the protocol's mandatory KMMs? Either way, any help is very much appreciated.
