MCS2000: Software or Hardware 1/90 ?

I'm getting " FAIL 1/90 " on an MCS2000 Model 2.
I can read and write to the radio, but the radio does nothing. No audio, no light, but the display reads " FAIL 1/90 " once power is applied
Could I be getting this due to the radio having been programmed with an earlier version RSS than was last used ? Bat Labs says that this WILL happen.
If this was a hardware problem, Bat Labs also speaks of a 5 V regulator falling off the board in the rado, would the display work at all ?
Seller indicates radio working fine and has no idea about previous programming.
It will currently read to both CPS and RSS. I don't have a known good codeplug for this model to dump into the radio.
Any programming or hardware suggestions ?
