Will the XTL 1500 VHF do QCII encode and decode?

Short answer YES.
If you are setting up for encode, ie.. a fire dept does their own paging tests, then this radio does the job very nicely.
Just set up a page button and create a QCII list with the tones you want to send. make sure signalling is set for QCII in the personality assignment to zone section on the channel you want to page out with.
Motorola made this function MUCH more user friendly with the XTL series radios. Just hit the PAGE button on the front panel, press the PTT key and the radio displays "Please Wait" then reverts to the normal use of the channel you had selected and normal voice transmission can follow without fighting your way out of the call menu.
Decode is basically the same as it ever was.
Just set one of these up and programmed 4 xtl1500s and 1 xtl2500 in about a half hour once I figured it all out.
