XTL1500 going into emergency on power-up

Here's a funky one for you on an XTL1500. I was updating some programming on our Ambulance Association's radios last week and encountered something odd. I did not install these radios, I just do programming. I will however say that the shop that did install them and originally program them has some screws loose (both on the install and in their heads).
I turned on all the MDC and Astro emergency functions on all the radios. All the radios were cloned with the exact same codeplug. One of them goes into emergency as soon as it is powered on. The front panel orange button is NOT programmed. I don't see anything for configuring external activation. I don't get it. I ended up turning off the emergency functionality since there was no logical reason for it to do that.
Any ideas?

You need to ground the "EMERGENCY" pin on either the accessory connector on the back of the radio or on the
DB-25 pin connector if it is a trunk mount. If this pin is left ungrounded, it will cause the radio to send the
emergency code.

Somehow I just knew this was going to be an installer related problem. At first I thought I programmed something wrong but I couldn't find anything. That answers my question. Add that to the list of things they did wrong. And they are a big MSS....

I thought it was that as well until they issued an SRN for this exact problem. It involves flashing the PROMS in the head of the radio with a kit they'll send you. Just saying you might want to check this as well as this SRN involves emergency on power up with the accessory connector and pins being installed correctly.

The few I have seen cause this problem is when B+ is removed while IGN is still being applied. If you have a delay say, turning off the IGN switch before the battery switch when the B+ comes from the IGN source instead of the Battery source ( don't ask I know it does not work well like this, just thank the guys that did 47 like this ) and Wha Lah the radio goes skipping right into emergency. And to think I only had 46 left to fix after finding this one.
Good to see I guess, that ETA is compiling a test for installers . . .
