What's the process to check whether a DIU 3000 will support encryption either when it can't be powered or when it can be (by just AC to the rear).

1) Check to see if there is an encryption cartridge installed. If there is not one, then no encryption. There is a hole in the front of the DIU. If there is a cartridge installed, there will be a small 6-pin connector behind the hole plug. If no cartridge installed, there is just a void area behind the hole.

2) If a cartridge is installed, power up the unit and read with RSS. There is a screen that will display installed encryption options

Excellent info, thanks! Is the connector to keyload the board something commonly used by Moto or a one-off for the DIU?

It is a common cable. Same as for the ASTRO Spectra and consolette base.
It is a 6-pin Hirose circular connector.

My Motorola info shows the following detail:
Keyloading Cable for RNC, DIU 3000,ASTRO Spectra, XTL2500, XTL5000, MGEG, KMF.
Correct keyloading cable adaptor for ASTRO Spectra, XTL2500, XTL5000 must be ordered separately
