ht1000 Rack Charger Problems

Hi folks
I was picking the trash at work the other day and got three six position ht1000 rack chargers
The issue they are having is that when you put batteries in them the red light just blinks continuously. I have one brand new never used battery that i put into these chargers and they work. this (never charged battery) works in all the pockets in all the chargers. the charger does its inital test and then it goes to solid red; and eventually green. The other six batteries that do not work (red light blinking) in any pocket in any of the three machines are all known good, in that they hold a charge for several hours.
I removed the power supply cleaned it and tested the fan and the output everything seems ok. The fan works and the output is about 25vdc onthe three leads. The power supply is an "astec # aa1630", i read through several threads on here and they make refrence to replaceing these with an "astron" do any of you know the part number for which astron P/S would work in these, if indeed the power supply is the culprit. The funny thing about these batteries is that if i put them in a single ntn7209a charger the charger will charge them fine, it will analise the batteries then go solid red and eventually green.
If any of you have any suggestions as to what else to try either testing the batteries further or the gang chargers i would appreciate it greately. I find it hard to believe that all three of these machines crapped out with the same problem, I do however know that our cops murder their batteries and thats why i have a sneaking suspicion i still may have several bad batteries????? and that mabee these chargers are ok?
