Minitor V-in depth professional assistance needed

Ok...here is what our situation is.
We (County 911) has implemented a common dispatch channel followed by appropriate response channels. Over 500 Minitor V 2 freq VHF pagers were purchased by 22 different fire companies. Our dispatch (priority channel F1) is 153.995 (which we know unfortunetly has a birdie carrier) but nothing we can do about that. followed by F2 being 151.430. We began our new system on Nov 14th and now are running into more serious problems with the Min V than the normal falsing/charger related issues. Now we are getting reports that the pagers are not going off at all. Mode A is silent scan Audible, Mode B is silent scan Vibe, Mode C is Probibility Scan audible, Mode D is priority scan audible. No matter what switch the unit is in, it is not alerting 90% of the time when it has even after the cut-over. Another pager from Georgia was temp programmed with our software and tone codes and when the original codeplug was put into that pager, now this user is having falsing issues and missing calls when it worked fine before it was changed with our software.
Could all this be due to the firmware/software versions we have(which is up-to-date) that we know of or could it be a bad batch of pagers? What the mind boggling thing is the unit that has worked fine all of a sudden after our equip programmed it is now having problems.
