Before anyone here can help you we need more information. At least two and possibly more models of charger were made for the GP300. Which model do you have - the rapid charger or the slow charger? Tell us the model number printed on the ID tag on the bottom of the charger and someone here quite possibly can help.

According to my GP300 service manual, the HTN9803C is identical to all the rapid rate chargers in the series except it's 240V with a U.K. plug. I have the schematic here, and I can scan it for email delivery. The rapid rate chargers in this series are all uP controlled using a mask-programmed uP on the board. When you apply power, the LED should flash to indicate self-test passed. If this doesn't occur, begin by checking the DC output of the power supply for +15VDC or so at the coaxial plug whilst loading the supply output with a 15-20 ohm 10W resistor. You should see a few tenths of a volt ripple at twice the mains frequency and 12-15VDC. The power supplies are the most frequent failure items.
Alternatively, you can supply 15VDC to the coaxial power jack on the rear of the charger and verify that the unit passes self-test.
