Spectra900 on off issue

Has anyone had a problem with 900Spectra using head HLN6075A not turning on and off using the front panel button? It is not a jumper issue. The caps have been replaced and Q52 is working but at times the radio wont power up.

I just repaired one with that problem and it was the 8-pin surface mount 7805 voltage regulator that was bad. Make an extension cable and check the voltage in and out of that regulator.
