anyone know the reasoning behind when you turn on the busy channel lockout that it makes it so you can't use the monitor button anymore?

It basically was meant to replace the monitor function on community repeater systems. Many customers weren't crazy about the fact that another customer on the repeater could listen in on their conversations by using the monitor button. However, it's an actual rule that a user is supposed to use the monitor button on shared frequencies, to make sure the channel is clear to avoid potential interference. Busy channel lockout was brought about to satisfy the requirement to avoid interference, while maintaining user privacy.

that's exactly what i was getting at, it's supposed to be required to use the monitor feature so i couldn't figure out why they would let that function disable it?

As I said in my response, "Busy channel lockout was brought about to satisfy the requirement to avoid interference, while maintaining user privacy". Thus monitor is no longer needed to avoid interference.
