TRBO Compatible with FEMA Grant Requirements?

would you think that the TRBO stuff would be compatible with the requirements of the FEMA Assistance to FF Grant?

I don't know the specific answer to your question (I don't do grants), but:

1) The MotoTRBO system is not intended for public safety and isn't marketed as such.

2) I believe NFPA 1221 excludes digital modulation systems for fire service, at least on the fireground.

TRBO is not only not INTENDED for PS use, it actually states this
on the sales brochures.

Tom is correct, Motorola is marketing trbo towards small to medium size agencies.

Yep, Motorola marketing places the TRBO radios squarely in between the Professional Series & XTS series. They state the XTS series is "Homeland Security" grade, good enough for anyone including the 3-letter agencies. The TRBO they market as "Public Service" grade...meaning Municipal Police & Fire departments, among others.
