We have a winner. Those are vents. The van probably doesn't have air conditioning. There is a flap on top that pops up and acts as an air scoop.

I came back here to answer that....
I saw two the other day, but couldn't get the camera in time. Just as he says, they are pop open vents. Looks like a flap on top.
...... or, they could be part of the men in black early warning system, but I am putting my money on the vent concept.
I kinda thought that earlier, btw. With that step up, it almost looks like an old prisoner transport van. Vents are usually back there to draw the funk out; you crack the front windows and open those vents and it drafts air through there when you are moving.

There are antennae that are low profile in design, that resemble(not oblong, but circular) for most bands. I believe they are referred to as "radome" style. Manufacturers include Antennex and (maybe) Maxrad.
