Spectra UHF A5 "ER 12/10" upon power up???????

Checked all my service manuals and nowhere can I find error 12/10. The radio displays this, the busy light flashes rapidly, and it won't key up. Modes, volume, and other misc options change, but the radio will still not key up.
It is a SP01 model. Could this have something to do with it? I believe it was retired from a county level public safety agency in Illinois.
Anyone have any ideas?

Fixed it. Someone took it wayyyyyy out of band and I guess the VCO was unlocking. Still, strange that error's not in the manuals. Hmmmmm...

Somewhere I remember seeing a comprehensive list of ERROR codes for Spectras.........

ER 12-10 is the error code for a VRS system.

If so, read the Spectra and disable the VRS. Then program that right back into the Spectra.
