'Reprogramming Request'

What does the reprogramming request do in a Motorola Astro system? Is it something built into all systems- or like most things an option?

My impression (probably incorrect) is that I could do a reprogramming request on my radio and have the central controller or something program it over the air as specified in the APCO-25 specs.

What is this really?
