MTR2000/Zetron Controller Interface Problem

A repeater group in our area has a VHF MTR2000 interfaced to a Zetron panel.
For months now they've been experiencing audio level drops on weak signals into the repeater. There is no level change if the signal is DFQ.
The local Moto authorized shop has thus far been unable to resolve the problem.
Any ideas as to what the cause could be?
