Yes, the X9000 RSS is definitely different from the newer packages. Scan is one of the biggest differences, but, with the exception of how the "Talkback Scan" works, I rather like the scan options, although there is a slight learning curve to be able to properly utilize them.

Yes, and no. To understand how this radio works in regards to doing that, you first have to understand how the priority schemes work for these radios. First, you have two priorities that can be set. You have a "primary" priority, that takes precedence over every other channel in the scan list, and a "secondary" priority, that takes precedence over every other channel in the scan list except the primary priority. The closest you can come to what you want to do is with "dynamic priority assignment". This will allow you to change the
secondary priority to the currently active channel while scanning by pressing the select ("SEL") key on the control head.

won't let me set the scan up.
What, exactly, is it telling you? There are so many different ways to set up scan in these units that it will take more than "something" to tell what's possibly wrong. Also, exactly how are you trying to set up the scan? Are you trying to set up operator select, or mode-slaved scan? I suspect that you may not be enabling scan on the desired channels. While on a channel that you want to be in the scan list, hit the "N" key on your keyboard. This should bring up a screen that will allow you to set "scan enable" ("off" for no scan (default), "on" for mode-slaved scan, or "operator select", to allow you to set up your scan list from the control head), "scan list" (lets you set which channels are in a scan list slaved to that channel if mode-slaved scan is selected; you can have a separate scan list for each mode with mode-slaved scan), "scan squelch" (lets you set weather or not PL's are active during scan), and "talkback scan" ("on", "off", or "operator select"; pretty much useless on this radio, in my opinion). If you haven't taken these steps on this screen for each channel you want to be able to scan, you will certainly get errors.
If you have any additional questions, or need clarification on anything, feel free to ask. Also, I have a .pdf copy of the operators manual for these radio, if you'd like me to email you a copy.
