Personality list

I have a model # M01KLN9PW6AN MCS2000. I am having a problem creating a new personality list. I have created a whole new list and went to program it into the radio and all goes well except the frequencies that are not repeated do not transmit.
I am not very experienced with the software for this radio. Any and all help would be greatly appreciated
