I have a few motorola stx 821's, can they be cloned cable to cable or ????

no there is no radio-radio cloning cable for the STX, but the STX RSS will let you clone easily without hassle. The STX821 is probably the easiest Smartnet radio to program despite it's limitations (small scanlist that cannot be changed without RSS). It's too bad they can't be rebanded, these are awesome radios and bulletproof at that.
