I know the depot and honest MSS's won't touch the panter88 XTS2500i's, but is there anyone out there that will flash one? Or is it possible for average joe user, to order the flash upgrade from Motorola directly, if it is possible, what is the firmware uplift part number?

"Flashing" is a somewhat generic term. Are you talking about a firmware refresh, or a feature upgrade? If you have a radio without a legit serial number, you can pretty much kiss the idea of ordering either of the above straight from Motorola goodbye. However, for a firmware refresh (which it sounds like you're after), that should be doable, as the kit itself is platform, model and serial agnostic.

FYI-Apparently it is now depot policy that any radio that comes in without tags (or legit tags) the radio will be returned as conventional/analog only after repair.

If it has tags (and the S/N matches), but the flashcodes in the radio and on the radio do not match, it would be in your interest to have a "I've been flashed" sticker on it.

Keep any copies of codeplugs you have that you have for the radio. It's worked for me in the past sending them a CP.

Either way, its a crap shoot.

Firmware upgrades should take without a problem. Flash (feature) upgrades require flashcode, model number and serial number.

I've bumped a few of "those" radio's, FW refresh goes just fine.

Yes I'm talking about a firmware upgrade. Obviously I don't want to be sending the radio to Motorola as I use IMBE sometimes. So I guess getting the firmware bumped is probably pretty out of the question. Unless someone has a better idea.
