It means you are using a flashcode decoder that doesn't understand more current options, such as those found in the Astro25 platform..

An enhancement meant for a future system development?
Protip: Check the ASTRO forum and use Akardam's decoder. It'll decode your 1B3/1B4-having flashcode properly.
