HT1250 PL Decode Problem - Always unmuted

Heres the basics:

HT1250 model # AAH25SDH9AA6AN Firmware R05.14.00 - The latest available.

The problem:
I have several channels programmed with TPL tones, both encode for TX and decode for RX. The radio with TX PL fine, I can get through to my spectra, the repeaters, my MCS2000 etc. However, the radio unmutes for anything as if set for CSQ. On 2 of my channels, nearby departments have the same frequency, but different PL tones. On all my other radios, I don't hear them because the PL seems to be working right. I can't figure out what it is with the HT1250. I have TPL turned on on the conventional personality page for both TX/RX and I have the muting/unmuting conditions set for AND/OR.

Any ideas?

Do you happen to be in scan mode?

Yeah, the radio is in scan mode probably 95% of the time.

Check your "PL scan type" under the scan list general tab. If it's set to "disabled", the radio will ignore PL in scan mode. By default it's normally set to "priority and non-priority channel", and should make the radio require PL to unmute.

There is a similar setting under the "advanced" tab called "signalling type", with the same setting options, but is for scanning with QCII, or MDC signalling features.

After initial tests, that seems to have done it. I had it set to disabled. I'll know for sure in a few days if I don't hear the dept 30 miles away. Thanks!
