Motorola Syntor X 9000 PAC-RT

I recently aquired a Syntor X 9000 (28-54 Mhz). Upon cutting on the control head on, it says FAIL 01/90, which I have looked up the meaning (CONTROL UNIT FAILURE).
I took the radio cover off, and there was a sheet with the bench test remarks by a technician (power, sensitivity, deviation, etc). At the bottom of his test sheet, under remarks was this: "REPROGRAMMED, MODIFIED FOR PAC RT".
My question is this: HOW DO I UNDO THIS MODIFICATION?
I have tried to re-program, but as soon as you try to READ THE RADIO, it goes into a serial buss failure mode, or words to that effect.
I currently have another X 9000, and there is no problem with my software, or cables.
I would appreciate any help on this.
