Why don't you go to http://www.motorola.com/governmentanden ... ad/id_823i , download the PPS and create what you need?

You can't create what you need with the PPS. You have to either have a programmer and a pager or a dat file to do anything. It's OK. I managed to take apart my Radio Shack USB Scanner programming cable and use it to read and write to the pager.
