What will cause the OTAR (Over The Air Rekeying) feature in Motorola's Astro 25 Rel. 7.2 to stop working?

Well, we need more information, was the system just upgraded to 7.2? has there been any changes to the radio? Is it only 1 radio that OTAR will not work? When was the last time the KMF server provisioned said radio?
