MOTOROLA HPD 1000

How to use the MOTOROLA HPD 1000, when I power up it, it's PWR light flash green ,the TX and RX lights were light up RED, the GPS light flash red.Use the CPS to read it, can not read it from the CPS...why?why?why? Is it use the INGITION to power up ? Thanks!
