If i take a codeplug from a radio that has adp keys in it.. can i dump it into another radio even though i cant see the keys...

Not only can you not see them, cps will not transfer them to the other radio. It strips them out, so exactly what you describe cannot occur. 
You must program individual radios with a master codeplug that has the keys loaded, otherwize no secure for you. Once they are loaded into the radio, that's it. It emulates the way a keyloader works. One way.
