XTS-5000 garbled transmission

I need some help on a few XTS-5000's. I got some radios that are conventional, VHF, Digital, AES. I am having a problem with garbled transmission, is this a problem with the deviation or is there another problem. Thanks

What is the host, DSP, flashcode, UCM verison?
When did this start happening?
Simplex, repeater or both?
What use are these radios in when the transmissions happen?

I am unsure when it started. I got to a new location and heard the problem and asked if anything has been done about it. The answer I got was it is interference and it was left alone. Well I don't believe that, I think some people are just lazy. I want to dig in further and fix the problem.
It happens on the repeater only. TX side of the handheld.
Simplex is fine.
The radios are used for basic transmissions and in buildings.

Ran a quick test on a radio.
The deviation is -3.8---+3.9

On all radios or a select few? If they are fine simplex then have the quantar looked at, as well as everything hooked into it. Has the quantar been pm'd at all?

Forgot to put that in. It only happens on 20-30 handhelds out of 150 on the net.

Yes they are all the same. I am going to align some of them and see if it corrects the problem.
