There is an eBay seller with postings for an XTS2500 and and XTS3000 who says that the radios were purchased from a Phoenix police auction, and that the radios are locked. Neither radio apparently has tags either.

Will it be possible to unlock either of these radios, or are these a lost cause?

That depends on what the seller means by "locked". Are the radios locked because they were listening to a system they shouldn't have been & were "stung", or when powered on, are the radios waiting for an unlock password. Eg 1234. Big difference. GARY N4KVE

The seller seems to deal in enough Motorola radios that he/she should know the difference, if asked.

While I could be mistaken, if they are "locked" that can probably be easily cleared using CPS. If they were "inhibited" that is not the case. It would probably require clearing by the person / agency that inhibited them and/or a trip to Motorola.

The lack of tags is a matter for concern -- especially if the radios originated from a stolen property auction. If interested, I'd ask the seller for the serial numbers -- which can be read in the service mode -- and run them through one of the stolen radio databases.

The seller advised me as follows: "I was told by Motorola that if I was able to read the radio from test mode (5 times pushing the down arrow button)then the radio was "user password protected" and NOT locked by the administration."

Does this mean the radio can easily be unlocked using CPS, or would I need to go to the MSS?

Just for the boards info, when the ad was first placed, the ad stated that the unit was locked and was at a lower price Buy It Now or Best Offer. My offer, at a much lower price knowing that the radio was probably stunned, was declined, the price was raised, and the info on the radio being locked was removed. Now I see the radio at the higher price and the statement that the radio is locked is back again. Just my 2 cents worth.

1. Changed story on eBay; not a good sign.
2. No stickers on radios; another bad sign.
3. If, I say if, they were department radios there must be a good
reason why they were dumped.
4, If they're not PD radios, the flashcodes might be very simple, i.e., not
worth much.

Hence my conclusion stated above.

Thanks to all who replied to my question. I'm going to take a pass on these radios. The following the last reply that I received from the seller:
