extended recieve for ATCS project

Hello,
First post here but I've been an on and off reader of these forums for some time.
I have a project I'll begin working on tomorrow. The project involves taking a Motorola HT1250-LS+ radio and attempting to modify it so it can TX/RX on 225.000 MHz. I understand the radio normally only operates from 217-222 MHz but we need it to go up to around 225 MHz. The purpose of this modification is for use with Advanced Train Control System (ATCS) info can be found here - http://www.atcsmon.com/. The 220 MHz stuff probably will not be reflected on the website yet but these new system are being put in around the United States right now
I understand the radio is physically capable of operating at this frequency but the CPS limits you from programming it to the 225 MHz. Someone told me I might be able to hexedit a file or some files to make possible the frequency we need. Any info is appreciated.
