XTL2500 Programming M5 control head

I am trying to program an XTL2500 (CPS 13.00.01) I cannot seem to program the control head buttons (Control head is an M5). I see the control head on my screen but I cannot assign any of the buttons. What am I doing wrong? I do not have the radio, it is being installed in our vehicle at the dealer, but I read it before we sent the radio over to be installed.

The only permanent button you can program on an XTL2500 control head is the orange button, which is classically used for emergency but can be reassigned to other functions. The buttons under the display are "soft-keys", and correspond to whatever menu item is being displayed above them at any one given time. You can change the menu items available under Radio Wide > Display & Menu.

You can, however, program other static buttons for use when an advanced keypad microphone is hooked up.

Thanks - I thought all the buttons, under the display, were all assignable (is that a word?). Thanks for schooling me.
