XTS 2500 and QC II with In-Call User Alert

Hi Everyone,
I have an XTS 2500. I would like to set it up as a pager. I programmed in my dispatch channel, and I created a QC II System with the proper tones. I set the dispatch personality signaling to QC II and the proper system.
If I set the personality to Call Alert Decode with In-Call User Alert, and have Voice Mute off, I hear all dispatch traffic. When our tones are sent, a quick beep is heard, and all radio traffic is heard. The radio continues to display Page Received, and 2 beeps every couple of seconds.
If I set the personality to Call Alert Decode with In-Call User Alert, and have Voice Mute on, I will not hear any traffic. When our tones are sent, the radio will beep twice every few seconds. However, I will not hear any traffic until the carrier is dropped; then I will hear all traffic. Usually I will not hear the dispatch, as the carrier is not dropped between the tones and the call.
Is there something I am missing with Voice Mute on that is causing the radio to not open up the speaker until after the carrier is dropped? I have tried Selective Call, but the radio will only beep twice. I like Call Alert because the radio continues to beep for a while after the initial page.
