Saber rack charger problem?

This question was sent to me by a friend..
I just picket up a batch of saber radios along with some new batteries. I purchased a gang charger off of ebay and it seems to charge the batteries to full capacity.
However........
When plugged in the charge lights cycle correctly. When a battery is inserted, the lights cycle correctly also. It charges one or two of the batteries with the lights showing green. Shortly after replacing one of those batteries with another, all of the indicator lights show on all of the charging bays. The cooling fan stops running, but the batteries are not getting hot. Admittedly, I have not let the charger continue running until the batteries get hot. (I don't want to damage the batteries)
The model number of the charger is NTN4796A. Looks to have a manufacture date of Feb-95. I'm not a radio guy by any means. I sign one out at work at the start of my shift and sign it in at the end. That's about my knowledge of the subject.
