Power divider(power sliter)vs Phasing(stacking Harness)

I have spoken to a number of antenna engineers and form members regarding a few coverage issues. The members on this forum have been great and the information has been terrific. I ralize I am over shooting the area that needs coverage
I have a UHF base that has a terrible dead spot .75 to1.5 miles from the eliptical dipole array 9.0 db gain antenna (400' above sea level to sea level). I have been advised by 1 engineer to use a phasing harness and a yagi antenna in conjunction with my dipole array to improve the coverage of this area. The harness cost is within my budget as is a power divider which, by discription, might fit the same application needs.
Has anyone tried a configuration like this with success?
I Tried a 0 gain antenna at this location this morning and still had trouble covering the dead spot. I also tried the yagi with great improvement in the direction pointed but as expected the overall coverage was poor.
I realize my gr1225 will be splitting the 25- 30 watt output between 2 antennas and there will be loss adding any device. I am attempting to obtain funds for a MTR repeater
