If I understand correctly, the only Motorola radios in that band from the factory is the XTS 2500 and 5000? Are there any others out there? I only need analog and a handful of channels, not all the features, (not to mention the expense,) of the Astro radios. Will an R-split HT1000 work that far out of band? What about a gov split Saber?

The fed split on a saber is 403-433 MHz. What are you trying to do that low? Inter-Squad Radio frequencies (ISR)???

I believe that there are a couple of other companies that have radios able to cover those channels. The
EF Johnson 5100 can be obtained for that range 380 to 470. Think Kenwood also has one, maybe Icom.

GE Ma/Com, Harris, whoever they are now, have the P5100, P5400 and P7100 HT's which cover 378 to 430 MHz in their low UHF models.

I have never tried taking a 403-470 HT1000 out of band, but I have used 450-512 ones down to at least 442, so if this holds for the 403-470 radios you should be able to take one down to at least 395. This is speculation, of course, but if you have HT1000s already it might be worth a try.
