Cannot Read MCS2000 radios from Germany

I purchased 3 MCS2000 radios from Germany. Two were programmed with Freq I provided, the other seems to still have programming from Belguim.. The two I had programmed in Germany each work and communicate..
I took them to the local Motorola shop to have the buttons assigned functions and to add a couple of Freqs I forgot.. There seem to be no functions programed other than these simplex freqs. I do not have scan and the Tx output is set to 16 watts in these 25 watt radios.
The Motorola shop cannot read the radios using F2 or by other means, they gave up.. I called Motorola Int'l Support and on 4 calls received 4 answers..
Now the German source has provided me a copy of the RSS he says he used to program the radios.
The local shop has no clue and has been helping me try to read the radios.
The Ver of RSS is R02.09.00 I pulled out an old 866Mhz computer using W95 (DOS 5) as I read faster computers will not communicate.. I am using a 4008 RIB with cables borrowed from the shop.. The program I have is dated about 96 and is a DOS based application..
When I press F2 I get an Error - says failed can't access BUSY I cannot remember exact phrase.. the third radio will power down when I connect cable to mic jack
Two radios work, however I need to change some button assignments and add a couple of frequencies..
The seller sent me the software he says he used to program them.
I get an error, cannot read busy something..
I can get serial nbr, model nbr and I think flash info from the service mode by keying mic 5 times at power up
The radios work simplex, but are set at low power and I need to tidy up
What do I need to give you in order to get a software that works
