CCGW RESOURCE AVAILABILITY

Is there a way to make a CCGW resource available to the system as a talkgroup without requiring a console patch?
In our particular environment, we have both Elite and MCC networks & performing the obvious patch makes it impossible for any console user to edit it from any other location...
I have investigated thru my normal channels, etc...I heard this was possible some time ago - but now that I have the time I can't find any information on how this might be done.
