I can't seem to find an answer to this, can this do P25 talkgroups on a 3600 baud system?

If the system is Smart-net (single site or single site simulcast) then yes.

Thanks. I finally got it figured out. I finally figured out that the digital/analog talkgroup setting is hidden and I had to scroll all the way to the right to enable digital.
