Motorola D1700

I have a Motorola D1700 radio and I want the radio program, how does that work? what did I need? when I turn the radio on there that need a SIM card in.
It's an old Tetra radio used on Ex-Dolphin Telecom network (410-430MHz).
No DMO with the actual firmware.
